Areas of Tokyo usually packed with office workers like sushi restaurants and noodle shops were eerilyquiet. Many schools were closed. Companies allowed workers to stay home. Long queues formed at airports.( i0 G# w8 l6 d4 A; P; X8 J
# Y7 v* F. L* A/ h4 J6 t As Japanese authorities struggled to avert disaster at an earthquake-battered nuclear complex 240 km (150 miles) to the north, parts of Tokyo resembled a ghost town.1 a1 x+ m: Y8 R# U
5 ~* ~1 B! ]' W- u' O/ c
Many stocked up on food and stayed indoors or simply left, transforming one of the world's biggest and densely populated cities into a shell of its usual self.
7 y+ O9 x" L5 c.

& H# X* D& o/ h- u0 T7 Z8 S- c+ aRadiation in Tokyo has been negligible, briefly touching three times the normal rate Tuesday, smaller than a dental x-ray. Wednesday, winds over the Fukushima nuclear-power plant gusted out to sea, keeping levels close to normal.
8 G6 m% @. C3 Y5 I/ S( C# `) @6 k! ] But that does little to allaypublic anxiety about an ailing 40-year-old nuclear complex with three reactorsin partial meltdownand a fourth with spentatomic fuel exposed to the atmosphere after last Friday's earthquake and tsunami.+ ]1 H# O# ^5 {7 `0 H
